Defense Department Announces Civilian Expeditionary Workforce

The Defense Department has established a “civilian expeditionary workforce” that will see American civilians trained and equipped to deploy overseas in support of worldwide military missions.

The move is seen by some as an initial step towards fulfilling president Obama’s promise to form a civilian national security force as powerful as the U.S. military.

The intent of the program “is to maximize the use of the civilian workforce to allow military personnel to be fully utilized for operational requirements,” according to a Defense Department report.

The program was officially implemented one week ago, on the 23rd January, when Deputy Defense Secretary Gordon England signed Defense Department Directive 1404.10 (PDF), which provides a summation of the duties the workforce will undertake.

The directive, which is effective immediately, states that civilian employees of the DoD will be asked to sign agreements stating that they will deploy in support of military missions for up to two years if needed.

Workforce members, who are divided into different designations under the directive, will serve overseas in support of humanitarian, reconstruction and, if necessary, combat-support missions.

“If the employee does not wish to deploy, every effort will be made to reassign the employee to a nondeploying position.” the DoD report states.

While the directive suggests that the DoD will at first seek volunteers to serve in the civilian workforce, section 4, subsection (e) paragraph (2) states:

Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.

In addition, the directive states that all workforce members will be subject to physical and psychological testing, both before and after deployment.

The directive refers several times to the civilian workforce as a component of the “Total Force”, which it describes as “The organizations, units, and individuals that compromise the DoD resources for implementing the National Security Strategy.” This “Total Force” includes active, reserve and retired military personnel in addition to DoD civilian employees.

Back in July 2008, Barack Obama, then the presidential front runner, called for a “civilian national security force” as powerful as the U.S. military.

“We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded,” Obama told a Colorado Springs audience.

The comments that were ignored by the vast majority of the corporate media but were found to be troubling by some independent journalists who compared the idea to the formation of the Nazi Hitler Youth.

Fears of “youth brigades” or civilian stasi style units increased following Obama’s appointment of Rahm Emanuel to chief-of staff.

In his book, “The Plan: Big Ideas for America,” Emanuel writes: “It’s time for a real Patriot Act that brings out the patriot in all of us. We propose universal civilian service for every young American. Under this plan, all Americans between the ages of 18 and 25 will be asked to serve their country by going through three months of basic training, civil defense preparation and community service.”

The book also notes, “Some Republicans will squeal about individual freedom, ruling out any likelihood that they would let people opt out of universal citizen service.”

Emanuel is also an enthusiastic supporter of the United States Public Service Academy Act, a lobbying group founded in 2006 in order to promote the foundation of an American public service academy modeled on the military academies – a youth corps whose students would be trained in “civilian internship in the armed forces”.

Furthermore, in a rediscovered 2006 audio clip of an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for compulsory military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.

When controversy arose over the program last November, the use of the word “required” to describe the program was removed from Obama’s change.gov website and replaced with “community service” type terminology.

Though the civilian expeditionary workforce program is restricted to DoD employees, similar programs have already been established for public sector workers.

One such program has seen hundreds of police, firefighters, paramedics and utility workers recently trained and dispatched as “Terrorism Liaison Officers” in Colorado, Arizona and California to watch for “suspicious activity” which is later fed into a secret government database.

Former President Jimmy Carter Supports Call For New 9/11 Investigation 300109top

Former U.S. President Jimmy Carter has become the latest, and perhaps most prominent, public figure to express support for a new investigation into the 9/11 attacks.

We Are Change Ohio attended a book signing by the former President in Chicago. Despite the best efforts of secret service personnel to abduct the person recording the conversation, the audio of Carter’s words were still captured.

Carter was asked, “I was just wondering if you’d support the victims’ family members that want a new investigation into 9/11.”

Carter clarifies the question before responding, “Yeah, I don’t have anything to do with it but I certainly would….it would be nice.

In October 2004, Carter told the London Guardian newspaper that President Bush exploited the 9/11 attacks and that the press had not held him to account.

“The basic reason is that our country suffered, in 9/11, a terrible and shocking attack … and George Bush has been adroit at exploiting that attack, and he has elevated himself, in the consciousness of many Americans, to a heroic commander in chief, fighting a global threat against America,” Carter said.

“He’s repeatedly played that card, and to some degree quite successfully. I think that success has dissipated,” he added.

Carter responded to the atmosphere at the time by slamming the notion that questioning Bush’s actions was unpatriotic.

His rebuke for media cowardice about asking tough questions about the “war on terror” was also stinging.

“The press have been cowed, because they didn’t want to be unpatriotic. There has been a lack of inquisitive journalism. In fact, it’s hard to think of a major medium in the United States that has been objective and fair and balanced, and critical when criticism was deserved,” said Carter.

Carter’s support for a new investigation into 9/11 has been echoed by innumerable prominent public figures both in and out of politics over the last few years.

Former Minnesota Governor Jesse Ventura, former Italian President Francesco Cossiga, UK MP Michael Meacher, Japanese MP Fujita Yukihisa, former German Defense Secretary Andreas von Buelow, music icon Willie Nelson, and even vice-presidential candidate Sarah Palin have all expressed support for a new inquiry into the September 2001 attacks.

KEVIN RUDD has denounced the unfettered capitalism of the past three decades and called for a new era of “social capitalism” in which government intervention and regulation feature heavily.

In an essay to be published next week, the Prime Minister is scathing of the neo-liberals who began refashioning the market system in the 1970s, and ultimately brought about the global financial crisis.

“The time has come, off the back of the current crisis, to proclaim that the great neo-liberal experiment of the past 30 years has failed, that the emperor has no clothes,” he writes of those who placed their faith in the corrective powers of the market.

“Neo-liberalism and the free-market fundamentalism it has produced has been revealed as little more than personal greed dressed up as an economic philosophy. And, ironically, it now falls to social democracy to prevent liberal capitalism from cannibalising itself.

” Mr Rudd writes in The Monthly that just as Franklin Roosevelt rebuilt US capitalism after the Great Depression, modern-day “social democrats” such as himself and the US President, Barack Obama, must do the same again. But he argues that “minor tweakings of long-established orthodoxies will not do” and advocates a new system that reaches beyond the 70-year-old interventionist principles of John Maynard Keynes.

“A system of open markets, unambiguously regulated by an activist state, and one in which the state intervenes to reduce the greater inequalities that competitive markets will inevitably generate,” he writes.

He urges “a new contract for the future that eschews the extremism of both the left and right”.

He mocks neo-liberals “who now find themselves tied in ideological knots in being forced to rely on the state they fundamentally despise to save financial markets from collapse”.

He advocates tighter regulation and policing of global finances, and identifies the immediate challenge as restoring global growth by 3 per cent of gross domestic product, the amount it is expected to fall in 2009. Next week, as Parliament resumes, his Government will chip in with a second economic stimulus package.

Mr Rudd commits to keeping budgets in surplus “over the cycle”, meaning deficits should be temporary. In a further sign the Government is not contemplating additional tax cuts, which would deliver a permanent hit to revenue, he stresses that stimulus measures have to be paid for when the economy recovers.

Mr Rudd singles out Thatcherism as a culprit, as well as the former Howard government. His essay implicitly attacks the Opposition Leader, Malcolm Turnbull, who this week urged the free market be allowed to dictate commercial property values as he slammed a Government measure to prop them up.

Mr Rudd’s essay follows the blast Mr Obama gave Wall Street bankers yesterday for awarding themselves $28 billion in bonuses last year at the same time as they were being bailed out by taxpayers.

In a message to Mr Obama and the US Congress, Mr Rudd counselled against erecting trade barriers. “Soft or hard, protectionism is a sure-fire way of turning recession into depression as it exacerbates the collapse in global demand.”

The message was reinforced in Davos yesterday when the Trade Minister, Simon Crean, described the “buy American” provisions of the new Obama stimulus package as “very worrying”. “On the face of it, it looks like it contravenes commitments made to the World Trade Organisation,” he said.

How realistic is a North American currency?

They are trying to put a spin on it by saying how it will help the people , which is an absolute crock. I am an American and I want my country to remain sovereign. People do not believe the hype about how the NAU is a great thing; that is an absolute farce. It is about control, plain and simple. World leaders have been calling for the New World Order for quite some time. We cannot allow this to happen. Commentary: Uniting U.S., Canada, Mexico money could result from crisis

NEW YORK (MarketWatch) — Thomas Jefferson once said: “When you reach the end of your rope, tie a knot in it and hang on.”
 As the global financial system pushes on a string, investors are desperately trying to hold tight.
The New World Order is upon us, full of hope, promise and a fair amount of fear. In our recent discussion regarding the direction of our country, we noted the risks of catering to conventional wisdom and the implications for the U.S. dollar. See MarketWatch column on New World Order.
The Minyanville mantra is to provide financial news you need to know before you know you need it. That’s a fine line to walk, as foresight often flies in the face of mainstream acceptance.
In 2006, it seemed counterintuitive to forecast a “prolonged socioeconomic malaise entirely more depressing than a recession.” See Minyanville column.
For years, the notion of an “invisible hand” was conspiracy theory until we learned that the Working Group on Financial Markets was a central policy tool. See Minyanville column.
And now, as we gaze across our historically significant horizon, we must open our minds to thoughts and ideas that may seem foreign to folks conditioned by the past and stunned by the present.
Currency crossroads
As governments take on more risk — as they price assets on behalf of the market and transfer debt from private to public — the common denominator, or release valve, becomes the currency.
If our economic condition is allowed to take medicine in the form of debt destruction, the greenback will appreciate, and asset classes as a whole will deflate. If we continue to inject drugs that mask symptoms rather than address the disease, the likelihood of a seismic readjustment increases in kind.
The deflationary forces in the marketplace are pervasive, and the “other side” of our current equation, hyperinflation, may be years away. Given the magnitude, breadth and pace of the global financial epidemic, however, we must explore each side of the twisted ride.
Years ago, the Federal Reserve wrote a “solution paper” regarding the need to combat zero-bound interest rates. The concern was the flight of capital from the U.S. and an option discussed was a two-tiered currency, one for U.S citizens and one for foreigners.
Canadian economist Herbert Grubel first introduced a potential manifestation of this concept in 1999. The North American Currency — called the “Amero” in select circles — would effectively comingle the Canadian dollar, U.S. dollar and Mexican peso.
On its face, while difficult to imagine, it makes intuitive sense. The ability to combine Canadian natural resources, American ingenuity and cheap Mexican labor would allow North America to compete better on a global stage.
Experience has taught us, however, that perceived solutions introduced by policy makers and politicians don’t always have the desired effect.
Unintended consequences
I’ve long contended that, much like the Internet prophecy proved true — but not before the tech crash — so too would globalization, albeit not without painful-yet-necessary debt destruction.
To get through this, we need to go through this. If we’re not allowed to go through it, foreigners will seek alternative avenues. Remember, for holders of dollar-denominated assets, seeds of discontent have been sowing under the surface for years, with the greenback off 30% since 2002.
More likely than not, global leaders will watch how our new administration attempts to tackle the financial crisis before taking drastic steps. They understand that co-dependent risk exists as a function of the derivatives that interweave our financial infrastructure. If they could disassociate from our economic ecosystem without inflicting massive damage on themselves, they would have done so long ago.
If forward policy attempts to induce more debt rather than allowing savings and obligations to align, we must respect the potential for a system shock. We may need to let a two-tier currency gain traction if the dollar meaningfully debases from current levels.
If this dynamic plays out — and I’ve got no insight that it will — the global balance of powers would fragment into four primary regions: North America, Europe, Asia and the Middle East. In such a scenario, ramifications would manifest through social unrest and geopolitical conflict.
This particular path isn’t something one would wish for, but the cumulative imbalances that steadily built in our finance-based economy must be resolved one way or another. Therein lies the critical crossroads we together face as our wary world attempts to find its way.
Scary? Yes. Probable? Not so much, at least for the time being. Possible? Certainly, although I’ll again offer that it could take years before the pieces of this prickly puzzle fall into place.
Effective money management dictates weighing the entire probability spectrum of potential outcomes and factoring them into our decision making process. While the notion of a seismic currency shift may seem obscure, we must respect the possibility long before it becomes front-page news.
For if we’ve learned anything through the last few years, proactive thought provocation is a necessary precursor to effective preparedness. End of Story
